The Mersey Gateway is a multi-million pound transport scheme between Runcorn and Widnes in Cheshire, England. The main part of the project was the construction of the “Mersey Gateway” toll bridge spanning the River Mersey and the Manchester Ship Canal.
The crossing, which has three traffic lanes in each direction, is located approximately 1.5 km (1 mi) to the east of the existing Silver Jubilee Bridge and opened in October 2017.

The new transport link cost £1.86bn to build over the course of three and a half years and spans the River Mersey between Widnes and Runcorn.
Now the Mersey Gateway Bridge is open, the Silver Jubilee Bridge (SJB) , which has been open since July 1961, will be closed for up to 12 months for refurbishment.
Although it was previously free to cross the SJB, both bridges once opened will now be tolled. Heavier vehicles will be charged £6 and if there are nine people or more in a passenger vehicle then they will have to pay £8.
However there will be no toll booths and everyone will have to register to Merseyflow in order for them to pay – so far more than 82,000 vehicles have been registered for discounts on tolls.
There will be automatic number plate reading technology on the bridge and registered users will also get a sticker to attach to the windscreen of their registered vehicle, which will allow Merseyflow to identify users as they cross the river.
Building work on the six-lane bridge, which is the second crossing between Runcorn and Widnes, began in 2014.
The 1.5-mile (2.2km) link forms the centrepiece in a project of improvements on a 9.2km route in the borough of Halton.
The total cost of the route – including construction, maintenance and operation – is estimated to be £1.9bn until 2044.

How much will it cost to cross the bridges?

The costs for crossing the two bridges vary for different types of vehicles, and there are various special discount packages available and several ways to reduce your journey cost.

Eligible Halton residents can pay a £10 annual admin fee and then make as many personal trips as they like across the river at no extra cost.
Blue Badge holders can cross both bridges unlimited at no extra charge once they have successfully registered and paid a £5 one-off registration fee.
Anyone, wherever they live, can save up to 10% on the unregistered toll by registering for a pre-pay sticker account and paying a £5 one-off fee.
Anyone who drives a car or a small van can cap their costs by buying an ‘unlimited travel’ or ‘off-peak’ monthly pass.
You will be able to drive over both bridges without registering but by doing this you will have to pay the full unregistered toll cost for each journey you make. You can only access discounts by registering with merseyflow.

People driving military, emergency service vehicles or motorcycles will not have to pay to cross the bridges.

Local bus services will not have to pay a toll to cross the Silver Jubilee Bridge, and whilst the Silver Jubilee Bridge is closed for up to 12 months for refurbishment from autumn 2017 local buses will be able to travel for free across the new Mersey Gateway Bridge.


What happens if I don’t pay?

If you don’t pay by midnight the day after you cross you will get a Penalty Charge Notice (PCN).

A PCN is a legal document, carries a fine of £40, and will be issued to the home address of the registered keeper.

This is reduced to a discounted rate of £20 if it is paid within the first 14 days of being issued.

For the following 14 days after the discount period has expired the PCN will be charged at the full rate of £40.

If the PCN has still not been paid after this 28-day period, then the fee that must be paid is increased to £60 if it is paid within the following 14 days.

Whatever penalty fee you pay, you will also need to pay the original unregistered toll fee in addition to the penalty fee.

If the PCN remains unpaid beyond this 42-day period then the penalty will be registered as a civil debt and if unpaid after another 36 days, recovery action will begin.
